Man City could face more charges as Premier league consider another investigation

Senior figures across English football are increasingly calling on the Premier League to examine Manchester City‘s financial conduct beyond 2018, as the club’s record-breaking period of success under Pep Guardiola comes under renewed scrutiny.

The push follows last month’s independent commission ruling that found City guilty of 114 breaches of the Premier League’s financial rules, one of the most consequential verdicts in the competition’s history.

City, who are managed by Enzo Maresca following his appointment as head coach this summer after a decade of Guardiola’s stewardship, rejected the verdict and appealed the decision.

“What changed overnight?”

According to the report, the independent commission’s final written verdict detailed how City’s sponsorship arrangements were artificially boosted by concealed investment from the club’s ownership, a finding illustrated with accompanying financial graphs in the document.

That has prompted a pointed question from within the game’s corridors of power: why would such practices have simply ceased in 2018, when the club’s declared commercial income reportedly held steady in the years that followed.

As the report put it, citing one unnamed source: “what changed overnight?”

That question has become the centre of an uncomfortable debate among club executives. Some are said to be wary of reopening an inquiry that could drag on for years, given how long the current case has already taken to resolve.

Others argue the findings leave too significant a gap in the historical record to ignore, pointing out that if the inflated sponsorship model documented by the commission applied before 2018, there is no obvious reason it would not have continued into City’s most dominant period.

A “dilemma” with no easy answer

The debate is further complicated by timing. With the Premier League’s sanctions against City not expected until later this month, and the club’s appeal against the guilty verdict still unresolved, many executives are reluctant to be seen agitating for a fresh investigation before the current case has even run its course.

That tension is why the situation has been described as a genuine dilemma for those overseeing the English game. They are caught between a desire for accountability and the risk of further prolonging a saga that has already consumed years of legal process.

There remains some possibility, albeit one considered unlikely by most inside the game, that the commission could recommend City be stripped of titles won in 2012, 2014 and 2018.

Should that scenario materialise, it would inevitably intensify calls for scrutiny of the trophy-laden years that followed, during which City won the Premier League in six of eight seasons and completed the Treble in 2023.
